Establishes registration requirements for persons selling or offering for sale live nonnative aquatic species, with separate nontransferable registrations required for each location and expiring December 31 annually.

Prohibits possession of live prohibited or restricted species except for identification purposes, lawful eradication/control activities, education/research permits, or compliance with department orders for aquatic restricted species harvesting.

Requires registrants to maintain electronic records of purchased and sold aquatic species with details on species, quantity, and date, and submit annual reports to the Department of Natural Resources by March 1 beginning in 2020.

Establishes civil fines of up to $1,000 for first violations and misdemeanor penalties of up to 90 days imprisonment or $1,000 fine for subsequent violations, with authority to suspend or revoke registrations.

Creates lists of prohibited species (including bighead carp, hydrilla, zebra mussels, and Eurasian collared doves) and restricted species (including curly leaf pondweed and quagga mussels) with procedures for adding or removing species by relevant commissions.
