Removes two exclusions from the definition of "school" that previously excluded residential educational institutions and institutions where all students are transported by motor vehicle.

Maintains school zone speed limits at 30 minutes before and after regularly scheduled school sessions, rounded to nearest 5-minute increment, with reductions of no more than 20 mph from posted limits but not less than 25 mph.

Allows school superintendents to adjust timing of school zone speed limits based on actual school schedules and off-campus lunch periods.

Permits school superintendents to request school crossing designations on state trunk lines and county highways with 35+ mph speed limits when students must cross to attend school.

Takes effect 90 days after enactment.
