Creates a new misdemeanor offense for verbally threatening or threatening via electronic device to use a firearm, explosive, or dangerous weapon against students or school employees on school grounds or property if the threat can reasonably be interpreted as harmful or dangerous to human life.

Establishes punishment for the misdemeanor as imprisonment for not more than 1 year, a fine of not more than $1,000, or both.

Upgrades the offense to a felony punishable by imprisonment for not more than 10 years and/or a fine of not more than $20,000 if the person had specific intent to carry out the threat or undertook an overt act toward carrying it out.

Permits prosecution under this section without preventing charges, conviction, or punishment for other violations of law arising from the same transaction.

Takes effect 90 days after enactment.
