Amends Michigan's Code of Criminal Procedure to add sentencing guidelines for firearm-related felonies under MCL 777.16m, effective 90 days after enactment.

Establishes Class D felony for threatening to commit violent acts against school students or employees on school property with overt act toward completion or specific intent, with maximum sentence of 10 years.

Adds comprehensive sentencing guidelines for 27 firearm and weapons offenses ranging from Class A (life sentence) to Class G (2-year maximum), including offenses involving silencers, armor-piercing ammunition, felon possession, concealed weapons, and dangerous device conversion.

Includes graduated sentencing guidelines for discharging firearms from vehicles and at dwellings, with penalties scaling from 10 years up to life imprisonment based on severity of injury or death caused.

Contains conditional enactment clause: bill takes effect only if Senate Bill No. 1076 of the 99th Legislature is also enacted into law.
