Increases the state benefit payment from $25,000 to $50,000 for public safety officers who die or become permanently and totally disabled as a direct and proximate result of a line-of-duty personal injury.

Expands the definition of "dependent" to include individuals who are permanently and totally disabled, in addition to those substantially reliant on the deceased officer's income.

Specifies the order of benefit payment: surviving spouse receives priority, followed by dependents, then the officer's estate (for deceased officers) or care-providing entities (for disabled officers).

Clarifies that benefits must be paid in addition to any other benefits the recipient receives due to the officer's death or disability.

Takes effect 90 days after enactment.
