MI SB1084

Amends Michigan's Public Health Code to allow establishment of new birth certificates when the state registrar receives a certification form under section 9 of the Gestational Surrogate Parentage Act, along with information identifying the original certificate and establishing the new certificate of live birth.

Modifies Section 2832 to specify that original certificates and supporting evidence related to gestational surrogate parentage certification are sealed from inspection except as provided in law or by court order.

Updates Section 2832 subsection (3) to allow preparation of delayed birth certificates on the delayed birth certificate form in use at the time of adoption, legitimation, paternity determination, or gestational surrogate parentage certification.

Clarifies that the state registrar must restore original certificates to files upon receipt of adoption annulment or rescission orders, with such restored certificates sealed from inspection except by court order.

Changes mandatory language from "shall" to "must" throughout the sections and modifies population threshold for charter counties from 2,000,000 to 1,500,000 regarding fee authority.

Effective 90 days after enactment only if Senate Bill No. 1082 of the 99th Legislature is also enacted into law.
