Expands exemptions from the requirement that concessions be operated by blind persons to include veterans' facilities, defined as long-term care facilities and ancillary facilities for veterans and their dependents.

Adds state parks to the list of locations where the blind concession requirement does not apply, alongside state fairgrounds, state educational institutions, state penal institutions, military establishments, and armories.

Allows sighted persons operating concessions under existing contracts or leases as of October 1, 1978 to continue operating until their contracts or leases expire without surrendering their rights.

Permits sighted persons operating unapplied-for concessions to continue until a qualified blind person applies for and is selected to operate the concession.

Takes effect 90 days after enactment.
