Permits townships to construct, improve, and maintain private roads as an authorized improvement.

Requires written approval from the state transportation department or county road commissioners before improving roads under their jurisdiction, with potential requirements for engineering, construction specifications, and cost payment.

Requires written approval from the county drain commissioner before improving lakes, ponds, rivers, streams, lagoons, or other bodies of water under their jurisdiction.

Sound attenuation walls and noise mitigation treatments require written objection from owners of more than 20% of district land area to block the project, or a petition from owners of more than 50% of district land to proceed after objection.
