Redirects $3,000,000 annually from economic development road projects to local street improvement grants for cities and villages with populations of 10,000 or less for fiscal years 2019-2023.

Limits individual grants for local street projects to $250,000 and requires matching funds of at least 50% of eligible project costs.

Requires the state transportation commission to notify legislative committees of proposed projects and grant hearings before proceeding with fund authorization (30-60 days depending on legislative session status).

Mandates annual reporting to the governor and legislature detailing funded projects, job creation, economic benefits, and progress toward act objectives by December 31 each year.

Takes effect 90 days after enactment (effective March 29, 2019).
