Establishes Michigan's participation in an interstate compact requiring states to award presidential electors to the national popular vote winner, rather than the state popular vote winner.

Takes effect only when states cumulatively possessing a majority of electoral votes (270 of 538) have enacted the same compact in substantially identical form.

Requires state election officials to calculate national popular vote totals across all member states and designate the presidential slate with the largest total as the "national popular vote winner."

Allows any member state to withdraw from the compact, except withdrawals within six months of a presidential term's end cannot take effect until after the next presidential term begins.

Becomes effective 90 days after enactment into law; terminates automatically if the electoral college is abolished.
