Authorizes the Department of Technology, Management, and Budget to convey state-owned property in Muskegon County (two parcels totaling approximately 61.96 acres) and Tuscola County (multiple parcels totaling approximately 593.62 acres) by quitclaim deed or jurisdictional transfer.

Requires state administrative board approval for all conveyances and mandates independent appraisals for properties sold at fair market value; the Attorney General must approve all deeds and transfer documents as to legal form.

Directs the Department to offer the Tuscola County property to the Tuscola Area Airport Authority for $1.00, with alternative sale methods available if not purchased by the Authority, including competitive bidding, local government sales, property exchanges, or below-market sales to local units of government.

Imposes conditions on property sales to local governments, including a 30-year public use restriction, state reacquisition rights within 30 years at the original purchase price, and perpetual protections if property was previously used as a historical monument, burial ground, park, or wildlife habitat.

Requires net revenue from property sales to be deposited in the state treasury general fund, except proceeds transferred to the Michigan Land Bank Fast Track Authority; reserves state rights to half of gross revenue from any oil, gas, or mineral development on conveyed property.
