Allows the board to designate up to 30 additional renaissance zones for agricultural processing facilities with local government consent, subject to recommendations from the Michigan strategic fund board and agriculture commission.

Enables previously approved renewable energy renaissance zones to be renewed as agricultural processing zones if the facility continuously used the same wastewater discharge feedstock, maintained at least 10 jobs, and enters into a development agreement with the Michigan strategic fund.

Requires development agreements between the Michigan strategic fund and agricultural processing facilities that include compliance with state/local laws, annual reporting on capital investment, employment, and raw material sourcing percentages.

Mandates the board designate at least 3 agricultural processing zones for facilities with initial capital investment under $7,000,000 and at least 5 zones in rural areas.

Permits revocation of agricultural processing renaissance zone designations if the facility fails to commence operations, ceases operations, or fails to begin construction or renovation within one year of designation.
