Charter township boards may establish and maintain a free public library if the township is in a county with a population between 750,000 and 2,000,000 and has not been located within an established free public library's service area for the previous 3 years.

Charter township boards may reestablish and maintain a free public library that was previously established as a township library under a repealed act.

Boards must adopt an ordinance or pass a resolution to establish or reestablish a library and file a copy with the department of education within 10 days.

The township board serves as the library's board of directors and shall appoint a 7-member library advisory committee with staggered 3-year terms to advise on library development, operation, and maintenance.

The township board must establish library rules and regulations, appoint a library director, authorize hiring of assistants, establish a dedicated library fund, and pass necessary ordinances governing library operations; established libraries qualify for state aid under the 1977 PA 89 Public Libraries Act.
