Amends section 10 of the Child Care Organization Standards Act (1973 PA 116) to clarify and expand the Department's authority to investigate and inspect child care organizations.

Requires child care licensees to cooperate with department investigations by admitting inspectors, allowing routine investigative functions (including interviews and photographs), and providing accurate and truthful information.

Expands access to confidential child care records to include: legislative committees, the children's ombudsman, authorized department entities and contracted child welfare agencies, and national accreditation programs.

Requires child care centers, group homes, and family child care homes to provide child information cards to the department when requested during investigations or inspections, and to continue providing cards for newly enrolled children if disciplinary action is pursued.

Allows the department to suspend, deny, revoke, or refuse to renew a child care license if the licensee fails to cooperate with investigations, inspections, or examinations, effective 90 days after enactment.
