• Renames the "recreation passport fee" to the "Senator Patty Birkholz recreation passport fee" throughout the Natural Resources and Environmental Protection Act.

• Distributes recreation passport fee revenue with $10,700,000 annually to state park improvement account and $1,030,000 to waterways account, with remaining revenue split among state park capital/operations, cultural resources, local recreation facilities, and forest recreation accounts.

• Requires annual adjustments to fixed amounts based on Consumer Price Index changes beginning in fiscal year 2011-2012.

• Requires the legislature to annually appropriate general fund money equal to estimated lost revenue from exempt vehicle categories to maintain funding levels for recreation programs.

• Mandates annual reporting to legislature by February 1 on recreation passport fee revenue, state park motor vehicle permit fees, boating access site revenue, and adequacy of funding for designated purposes.
