• Eliminates the "disciplinary time" and "disciplinary credits" system for all prisoners, replacing it with a standard good time credit system applicable to all incarcerated individuals regardless of sentencing date.

• Simplifies parole eligibility by removing distinctions between prisoners subject to disciplinary time and those eligible for good time, making minimum sentence calculations uniform based solely on good time allowances.

• Requires the Department of Corrections to restore good time credits retroactively to all prisoners currently serving sentences under the old disciplinary time system.

• Repeals sections 33b and 33c of the Corrections Code of 1953, which previously governed disciplinary credit calculations, effective 90 days after enactment.

• Becomes effective only if House Bills 5666 and 5667 from the 99th Legislature are also enacted into law.
