Establishes requirements for on-premises tasting rooms including $100 annual permit fees, server training compliance, $50,000 minimum liability security, and local legislative body approval (except in cities with 600,000+ population).

Allows off-premises tasting rooms for wine makers, distillers, and brandy manufacturers with limits of up to 5 licenses per manufacturer, with options to sell by the glass or provide samples only.

Revenue from on-premises tasting room permits deposited into the liquor control enforcement and license investigation revolving fund; effective date contingent on passage of seven related Senate Bills (SB 1154, 1155, 1156, 1160, 1161, 1164, 1165, 1166).
