Amends section 517 of the 1998 Michigan Liquor Control Act to update references to section 111 regarding special licensee qualifications.

Authorizes the Michigan Liquor and Cannabis Regulatory Agency to issue international sporting event licenses for alcoholic beverage sales at designated theme areas during qualifying events, limited to 40 concurrent licenses per theme area.

Restricts international sporting event licenses to 30 consecutive days maximum and requires applicants to include Michigan licensees, event promoters, concessionaires with approved agreements, or qualified special license organizations.

Requires host governmental unit certification that all licensed premises comply with state and local building, safety, and health laws, and sets a $1,000 license fee per application.

Ties the act's effectiveness to the enactment of Senate Bill 1166, with approval and filing date of December 19, 2018.
