Amends Michigan's alcoholic beverage control law (1998 PA 58) regarding licensing restrictions for alcohol retailers and manufacturers.

Prohibits warehousers, mixed spirit drink manufacturers, wholesalers, outstate sellers, and vendors of spirits from obtaining specially designated merchant or distributor licenses, with limited exceptions for small distillers.

Extends the prohibition on wine makers and small wine makers holding specially designated merchant or distributor licenses beginning December 23, 2007, while grandfathering existing license holders.

Prevents specially designated distributors and merchants from holding wholesale, warehouse, outstate seller, or mixed spirit drink manufacturer licenses, with grandfathering provisions for existing wine maker/small wine maker license holders as of December 23, 2007.

Makes the act contingent on passage of Senate Bills 1159 and 1164 of the 99th Legislature; became effective December 19, 2018.
