Amends the Open Meetings Act to clarify that the right to tape-record, videotape, broadcast live on radio, or telecast live on television public body meetings does not require prior approval from the public body.

Allows public bodies to establish reasonable rules and regulations to minimize disruption of meetings, but such rules cannot condition the exercise of recording and broadcasting rights.

Adds a new exemption to the Open Meetings Act for meetings of the address confidentiality program advisory council established under section 23 of the address confidentiality program act.

Does not take effect unless Senate Bill No. 655 of the 99th Legislature is enacted into law.
