Transfers oversight of fire prevention code from Department of Labor and Economic Growth to Department of Licensing and Regulatory Affairs.

Removes places of public assemblage from bureau rulemaking requirements under Section 3c and instead authorizes local cities, villages, and townships to administer and enforce public assembly fire safety inspections.

Establishes certification requirements for fire inspectors and public assembly inspectors to conduct annual fire safety inspections of public assemblage locations.

Allows local jurisdictions to charge fees for inspections and certificates, not to exceed actual reasonable costs, and permits the state fire marshal to assume enforcement if local entities fail to meet requirements.

Repeals Section 21d of the Fire Prevention Code and takes effect January 1, 2020.
