Prohibits local units of government from enacting, enforcing, or administering ordinances, regulations, or policies that impose restaurant grading systems on licensed food service establishments.

Defines "restaurant grading system" as a system requiring food service establishments to display a letter, color, or number representing total violations found during public health inspections.

Defines "local unit of government" to include cities, villages, townships, counties, educational institutions, local authorities, and other governmental or quasi-governmental bodies including local health departments.

Allows exceptions only where required by federal law or Michigan state law.

Takes effect 90 days after enactment.
