Allows manufacturers and outstate beer/wine sellers to pay for truck painting, supply branded decals or advertising materials, and use wholesaler names in their own advertising

Prohibits retailer names from appearing in advertising by manufacturers, outstate sellers, wholesalers, or other retailers

Permits retailers to issue instant rebate coupons on alcoholic liquor purchases with specific restrictions: coupons must state expiration dates and cash values, cannot make products free, and for spirits cannot exceed 35% discount or reduce price below $2.00 per bottle

Requires instant rebate coupons for spirits to apply only to 375 milliliter or larger bottles and prohibits suppliers or wholesalers from paying for or participating in coupon offerings
