Prohibits municipalities from requiring individuals to obtain municipal licensing, registration, or approval as a condition to participate in apprenticeship or training programs for skilled trades.

Exempts municipalities from state electrical licensing requirements if they adopt ordinances with standards at least as stringent as state standards for master electricians, contractors, journeymen, sign specialists, and fire alarm technicians.

Allows municipalities to require registration of electrical contractors and technicians working within their jurisdiction, but registration requirements must be reciprocal between municipalities and the state board.

Exempts business monitoring systems, home monitoring systems, low-voltage electric fences, and security alarm systems from electrical licensing and permit requirements when installed by registered providers.

Effective date: March 21, 2019 (90 days after enactment on December 20, 2018).
