Modifies the Michigan Indigent Defense Commission (MIDC) membership structure to include 18 voting members and 1 ex officio member appointed by the governor for 4-year terms.

Establishes specific appointment procedures for MIDC members nominated by the Speaker of the House (2), Senate Majority Leader (2), Supreme Court Chief Justice (1 from 3 names), Criminal Defense Attorneys of Michigan (3 from 9 names), and other legal and judicial organizations.

Requires that appointees have significant experience in criminal prosecution or defense, prohibits individuals compensated by the state for indigent representation from serving, and limits sitting or former judges on the commission to no more than 3 at any time.

Mandates initial staggered term lengths for the first 15 MIDC members (4, 3, 2, and 1-year terms) and allows the governor to remove members for incompetence, dereliction of duty, malfeasance, or other good cause.

Exempts confidential case information, client information, and attorney work product from disclosure under the Freedom of Information Act, with the law taking effect March 21, 2019.
