Amends the Home Rule Village Act to clarify charter submission and special election restrictions do not apply to villages until they have first adopted a charter.

Modifies indebtedness calculation methodology by allowing assessed value equivalent of certain village revenues (state revenue sharing, community stabilization authority reimbursements, and specific tax levies) to be added to property assessments when computing the 10% indebtedness limit.

Prohibits villages from adopting charters or ordinances that include minimum staffing requirements for village employees; voids any such provisions adopted on or after September 13, 2011.

Corrects terminology from "lay" to "levy" regarding village tax collection authority and fixes grammar in charter submission language.

Makes the act subject to the vegetation removal preemption act and requires Senate Bill 1188 to be enacted for this bill to take effect.
