Amends the Publicly Funded Health Insurance Contribution Act to establish new dollar caps on public employer medical benefit plan contributions starting after the bill's effective date: $6,560.52 for single-person coverage, $13,720.07 for individual-and-spouse or individual-plus-1-nonspouse-dependent coverage, and $17,892.36 for family coverage.

Requires annual adjustments to contribution caps by October 1 each year based on changes in the medical care component of the U.S. consumer price index.

Allows public employers (except the state) to elect annually by majority vote of their governing body to comply with an 80% employer/20% employee cost-sharing requirement instead of the per-person dollar caps in Section 3.

Applies the amended provisions to collective bargaining agreements and contracts executed, extended, or renewed on or after the bill's effective date.

Permits public employers to pay premiums based on combined claims experience of current employees and retirees without prohibition.

Takes effect 90 days after enactment.
