Allows colleges and universities to obtain licenses to sell alcoholic liquor at conference centers without regard to quota provisions, limited to regularly scheduled conference center activities only.

Permits private entities to sell alcoholic liquor at hotels on Central Michigan University land within industrial, research, or commercial development parks, subject to quota restrictions.

Permits private entities to sell alcoholic liquor at restaurants on Wayne State University land within designated industrial, research, or commercial development areas, subject to quota restrictions.

Authorizes college and university-owned or operated golf course clubhouses and adjacent outdoor service areas to obtain licenses for on-premises alcoholic liquor sales.

Designates 18 specific buildings and facilities at Michigan colleges and universities as approved conference centers eligible for alcoholic liquor licenses; all licenses issued under this section are nontransferable.
