Amends the Social Welfare Act to add definitions related to adult protective services for vulnerable adults at least 18 years old who are suspected of being abused, neglected, or exploited.

Defines "isolation" as preventing an adult from having desired contact with family, friends, or others; blocking mail, telephone calls, or electronic messages; physical or chemical restraint; or confining an adult for social deprivation purposes.

Excludes from isolation definition acts carried out under valid personal protection orders, medical isolation prescribed by a licensed physician, or actions taken according to valid legal orders or licensed medical personnel directives.

Clarifies that persons receiving spiritual treatment through prayer alone according to a recognized church or religious denomination's tenets are not considered abused or neglected and cannot be forced into medical care against their objection.

Takes effect 90 days after enactment.
