Establishes specific licensing fees for various bingo and gaming activities: large bingo ($150), small bingo ($55), special bingo ($25), millionaire party ($50/day), large raffle ($50/drawing date), small raffle ($15 for 1-3 dates or $5/drawing date for 4+ dates), annual charity game ($200), special charity game ($15/day), and numeral game ($15/day).

Allows the commissioner to waive qualified organization requirements under extreme hardship conditions for nonprofit organizations if all proceeds (minus expenses) go to charity and participants are not compensated.

Permits individuals or groups to obtain licenses for special bingo, millionaire party, or raffle under extreme hardship if all proceeds go to charity, participants are unpaid, and all rules are followed.

Requires licenses to be valid only at specified locations, non-transferable, and used only during hours and dates stated on the license, with licensees responsible for compliance.

Directs the bureau to establish a searchable database of bingo licenses on its website by January 1, 2020, and clarifies that fraternal organizations seeking raffle licenses only need to meet applicable requirements unrelated to national or state affiliation status.
