Counties remain liable for 50% of the cost of care for committed public wards, with the state covering the remainder, though this liability may be reduced based on county financial inability.

The department must notify appropriations committee chairs at least 14 days before reducing any county's liability under this section.

A prospective payment system applies in counties with populations between 575,000 and 750,000, capping county contributions to the average annual net contribution made during the 5 fiscal years before October 1, 2015.

The prospective payment system applies only to abuse and neglect services and does not affect juvenile justice program funding.
