Establishes a juvenile justice funding system for counties that are not county juvenile agencies, administered through a child care fund under the Department of Social Services' control.

Requires the department to distribute legislatively appropriated funds to counties for juvenile justice services through multiple payment methods: direct state payment for children placed with the department, county reimbursement for other services, and block grants for county juvenile agencies.

Specifies reimbursable expenditures for out-of-home care including facility staff salaries, fringe benefits, utilities, food, medical services, and educational costs, plus an automatic 10% administrative cost payment.

Allows reimbursement for in-home care expenditures including circuit court employee salaries, mileage, program supplies, contracted services, drug testing, and technology/software, with an automatic 10% administrative cost payment.

Requires service providers to submit payment requests within 1 calendar year of service; provides county and state protection from offset or chargeback liability for approved payments made after 1 year or resulting from foster care fund source determination errors.
