Requires dealers preparing, distributing, or selling kratom products to disclose on product labels the factual basis for representing the product as kratom.

Prohibits dealers from selling adulterated kratom products mixed with dangerous non-kratom substances or contaminated with poisonous ingredients listed in the Public Health Code.

Restricts kratom products to those containing no more than 2% 7-hydroxymitragynine in alkaloid composition and prohibits synthetic alkaloids including synthetic mitragynine or synthetic 7-hydroxymitragynine.

Requires kratom product labels to display the amount of mitragynine and 7-hydroxymitragynine contained in the product and prohibits sale to individuals under 18 years of age.

Establishes administrative fines up to $500 for first disclosure violations and $1,000 for subsequent violations; violations of adulteration, contamination, or age restrictions are misdemeanors punishable by up to 90 days imprisonment or $500 fine; allows private civil actions for damages by aggrieved persons.
