Amends the definition of "expenditure" in Michigan's campaign finance law (1976 PA 388) to clarify what constitutes political spending related to candidate elections and ballot questions.

Excludes nonpartisan voter registration and get-out-the-vote activities conducted by 501(c)(3) tax-exempt organizations or performed by the secretary of state and registration officials from the definition of expenditure.

Excludes expenditures by state central committees of political parties for construction, purchase, or renovation of office facilities in Ingham County that are not designed to influence a particular election, with reference to specific Federal Election Commission advisory opinions.

Clarifies that communications lacking express advocacy language (such as "vote for," "elect," or "defeat") do not constitute expenditures under the act, except for purposes of section 47.

Takes effect only if Senate Bill No. 1238 of the 99th Legislature is also enacted into law.
