Secretary of state shall promulgate rules and procedures for the form and content of applications for commissioners to the independent citizens redistricting commission, including methods for attesting to political party affiliation under oath.

Establishes standards for determining political party affiliation: an individual is affiliated if they are a current member of a party, contributed money or anything of value to a party within the prior 6 years, or adhere to or act to further the purposes of a party; mere expression of sympathy is insufficient.

Applications for commissioners shall be made available online and circulated throughout the state, including at all secretary of state offices, with randomly selected Michigan registered voters receiving applications from a pool that includes all registered voters.

Individuals affiliated with a political party are prohibited from providing services to the commission, including legal and accounting services, except for individuals serving as commissioners.

Individuals who violate an oath or provide false information on an application are subject to a civil fine of $500.
