Raises the minimum age for marriage without parental consent from under 18 to 18 years of age.

Allows persons aged 16-17 to marry with written consent of both parents or legal guardians; if only one parent is living, consent from that one parent is required.

Requires county clerks to obtain written parental consent in person before a county clerk or notarized before issuing a marriage license to anyone under 18.

Maintains the $20 marriage license fee with $15 allocated to circuit court family counseling services including domestic violence and child abuse counseling.

Allows charter counties with population over 1,500,000 to set different marriage license fees by ordinance, provided fees do not exceed the cost of services provided.
