SB 1258 Summary

• Changes recreation passport fee from optional to mandatory for all motor vehicle registrations and renewals, unless applicant elects not to pay.

• Sets recreation passport fee at $10.00 for standard vehicles and $5.00 for motorcycles, with annual adjustments based on Consumer Price Index changes from October 1, 2010 baseline.

• Allows applicants to permanently waive the option to decline the fee on future registration applications.

• Renames the fee from "state park and state-operated public boating access site passport" to "recreation passport" and expands access to include all state parks, recreation areas, and DNR-operated boating access sites.

• Requires Secretary of State to mark registration tabs or stickers distinctively for vehicles with paid recreation passport fees and directs monthly transfer of collected fees to Department of Natural Resources.

• Takes effect February 19, 2019, contingent on enactment of Senate Bill 1259.
