Affirms the right of persons to tape-record, videotape, and broadcast live proceedings of public meetings without prior approval, though public bodies may establish reasonable rules to prevent disruption.

Prohibits requiring attendees to register or provide personal information as a condition of attendance at public meetings.

Permits persons to address public meetings under rules established by the public body, with legislatures able to limit public comment to prescribed times at hearings and committee meetings.
