Amends the official state personal identification card law to allow the Secretary of State to forward digitized photographs of applicants to the Department of Licensing and Regulatory Affairs if required for the state medical marijuana registry identification card design.

Permits individuals to request a "veteran" designation on their state ID card upon providing proof of military discharge or separation, with the Secretary of State consulting with the Department of Military and Veterans Affairs on verification requirements.

Requires the Secretary of State to inquire whether applicants wish to participate in the anatomical gift donor registry and establishes that donor registry enrollment remains binding after the cardholder's death regardless of family objections.

Authorizes law enforcement access to voluntarily-provided emergency contact information on state ID cards through the L.E.I.N. system or similar databases, with implementation required by January 1, 2017.

Establishes a $10 fee for original or renewal state identification cards, with fee waivers for individuals 65 and older, those with vision disabilities, those with suspended licenses due to infirmity, and those adding or removing organ donor designations.
