Calls on the Governor, Michigan Department of Insurance and Financial Services, and Michigan Department of Health and Human Services to adopt a healthcare bill of rights protecting individuals from premium hikes, coverage caps, and discrimination based on pre-existing conditions.

Urges the Governor not to make cuts to the Medicaid program, including traditional Medicaid and the Healthy Michigan Plan.

Affirms that Michigan citizens have rights to high-quality, affordable health insurance regardless of age, gender, race, national origin, sexual orientation, gender identity, health status, or income.

Establishes that citizens have rights to essential health benefits with no annual or lifetime caps, affordable prescription drug coverage, and cost-sharing subsidies for low-income individuals ineligible for Medicaid.

Notes that Michigan's Healthy Michigan Plan has provided health insurance to over 600,000 low-income individuals, generated 30,000 jobs annually, and created $2.3 billion in additional personal spending power.
