Amends Senate Rule 3.902 to add a new provision prohibiting the presiding officer or chair from using individual electronic devices while presiding.

Maintains existing restrictions on Senate floor access limited to senators, representatives, the Governor, media, legislative staff, and other specified individuals.

Prohibits registered lobbyists and lobbyist agents, including former legislators, from accessing the Senate floor except when traveling to or from the Lieutenant Governor's Office or Elijah Myers Room.

Establishes conduct guidelines for all persons on the Senate floor including restrictions on speech duration (5 minutes or 1,000 words), use of props or displays, and movement through designated areas like the well and center aisle.

Requires all individual electronic devices to be turned off or set to silent during Senate sessions, with devices subject to confiscation by the presiding officer for failure to comply with warnings.
