Permits individuals 18 years of age or older to possess and reasonably use a stun device, which is a handheld device that immobilizes a person temporarily through electrical contact.

Allows individuals with a valid concealed pistol license under MCL 28.425b to possess and use devices with electro-muscular disruption technology (such as Tasers) if they have received required training on the device's use, effects, and risks.

Requires authorized dealers selling electro-muscular disruption devices to verify the purchaser holds a valid concealed pistol license and provide training on the device at the time of sale; violation is a misdemeanor punishable by up to 30 days imprisonment or $500 fine.

Prohibits use of stun devices or electro-muscular disruption devices except under circumstances that would justify lawful use of physical force; violation is a misdemeanor punishable by up to 2 years imprisonment or $2,000 fine.

Maintains existing exceptions allowing peace officers, corrections officers, probation officers, court officers, bail agents, private investigators, aircraft personnel, and private security police to possess and use these devices while performing official duties.
