Prohibits local units of government (counties, cities, villages, townships) from enacting or enforcing ordinances, policies, resolutions, or rules that regulate dogs based on breed or perceived breed.

Allows local governments to continue placing general restrictions or requirements on dogs and dog owners that are not breed-specific.

Permits local governments to regulate dogs determined to be dangerous or potentially dangerous through individualized assessments, including definitions, determination procedures, ownership requirements, and penalties.

Takes effect 90 days after enactment into law.
