Reorganizes the Traxler-McCauley-Law-Bowman bingo act by designating sections 1-20 as Article 1 and repeals sections 10a, 10b, and 20 of the existing statute.

Removes "millionaire party" references from bingo licensing provisions, equipment requirements, advertising restrictions, and personnel compensation rules while maintaining licensing framework for other gaming events (raffles, charity games, numeral games).

Updates statutory language throughout by replacing "shall" with "must" and modernizing references to the Michigan Gaming Control Board and lottery bureau while maintaining fee structures for large bingo ($150), small bingo ($55), and special bingo ($25) licenses.

Reorganizes and consolidates definitions in Section 2 (now Section 3a) to include consolidated definitions of "qualified organization," "religious organization," "service organization," "veterans' organization," and "fraternal organization" with specified eligibility criteria.

Clarifies that the bill's effectiveness is contingent upon enactment of either Senate Bill ____ or House Bill 4173 of the 100th Legislature.
