Creates the Michigan Automobile Insurance Fraud Authority within the Michigan Automobile Insurance Placement Facility, with a 25-member board including insurer representatives, law enforcement, prosecutors, medical professionals, consumer advocates, and attorneys.

Authority must provide financial support to law enforcement and prosecutorial agencies for automobile insurance fraud reduction programs and to an independent entity to investigate insurance companies' claims practices.

Requires insurers authorized to write automobile insurance in Michigan to report fraud data and claims practices information to the authority as a condition of maintaining their authority to transact insurance.

Board is dissolved on January 1, 2025; authority may collect voluntary payments from participating insurers and self-insurers through December 31, 2024 to fund operations, with such payments not derived from premium revenue and excluded from rate calculations.

Authority must prepare annual financial reports and annual reports to the legislature detailing automobile insurance fraud, unfair claims practices, prevention program effectiveness, cost impacts, and recommendations for legal changes.
