Amends the Public Health Code to add a new definition of "bona fide prescriber-patient relationship" requiring prescribers to review patient medical records and complete an in-person or telehealth medical evaluation.

Requires prescribers to create and maintain records of the patient's condition in accordance with medically accepted standards as part of establishing a bona fide relationship.

Renumbers and clarifies existing definitions in Section 7104 related to controlled substances, including "Bureau" (Drug Enforcement Administration), "Controlled substance analogue," "Counterfeit prescription form," "Counterfeit substance," "Deleterious drug," and "Electronic signature."

Makes technical corrections to statutory references, including capitalization of "Drug Enforcement Administration," "Department of Justice," and "USC" and removal of obsolete section citations.

Takes effect only if House Bill No. 4225 is enacted into law.
