Allocates $69,289,800 for Michigan Office of Great Start, including $54,250,000 for child development and care public assistance and increases to provider reimbursement rates by $0.20-$0.30 per hour depending on quality star rating.

Requires department to comply with various reporting requirements including out-of-state travel expenses, state restricted fund balances, data requests from legislators, and reports on student outcomes from starting school before Labor Day.

Establishes contingency funds totaling $7,150,000 for federal, state restricted, local, and private funding that may only be expended through legislative transfer process.
