Appropriates $26,044,000 from the Michigan Natural Resources Trust Fund for capital outlay projects in fiscal year ending September 30, 2019.

Funds 51 land acquisition and development projects across Michigan counties, including trail systems, park improvements, and waterfront access sites.

Requires Department of Natural Resources to enter agreements with local government grant recipients ensuring land remains dedicated to public outdoor recreation in perpetuity and providing state with mineral royalty interests for parcels over 5 acres.

Redirects $2,228,800 from previously appropriated but withdrawn projects across 2015-2018 appropriations to fund the new projects listed in the act.

Payments to local units of government total $18,859,400 ($12,006,000 for acquisitions and $6,853,400 for development).
