• Creates an Advisory Council on Pediatric Autoimmune Neuropsychiatric Disorder Associated with Streptococcal Infections within the Department of Health and Human Services.

• Establishes a 15-member council with appointed specialists including immunologists, pediatricians, child psychiatrists, researchers, school psychologists, dietitians, social workers, parent representatives, and advocates for autism and PANDAS/PANS organizations.

• Council members serve 4-year terms (staggered initially as 1, 2, and 3 years), with the director or designee serving as ex officio non-voting member and able to remove members for incompetence or malfeasance.
