Amends MCL 777.14d to add nine felonies related to horse racing, lottery, casino gaming, bingo, and internet gaming to the sentencing guidelines framework in chapter XVII of the criminal procedure act.

Adds horse racing offenses including delivery of unclaimed winnings (Class G, 2-year maximum), false testimony to commissioner (Class G, 4-year maximum), unlicensed wagering (Class E, 5-year maximum), drug administration affecting races (Class G, 5-year maximum), and influencing race results (Class G, 5-year maximum).

Adds lottery forgery offense (432.30, Class G, 5-year maximum) and casino gaming offenses (432.218, Class D, 10-year maximum) to the sentencing guidelines.

Adds bingo false statements offense (432.151(2), Class G, 2-year maximum) and internet gaming offenses (432.313, Class D, 10-year maximum) to the sentencing guidelines.

Effective conditionally upon enactment of House Bills 4311 and 4173 of the 2019 legislature; otherwise takes immediate effect upon approval (December 20, 2019).
